D Cat prisoner told to stay in B Cat prison :s?

I hope someone can help, a friend of mine got sentenced to 3 months and was put in a B Cat prison 3 weeks ago he got a D Cat but told he wont be moved over to D Cat prison as he don't have more than 3 months of his sentence left, But i know friends of friends that have been moved to D Cat prisons with only 2-3 weeks left :S
